No alert if cluster service stop or a instance is set offline ?

I got a SQL2005 2 node cluster with 9 instance total.

SCOM2007 SP1 is used.

If i stop the cluster service on one mode i dont get alarm... if i stop a
instance i get no alarm ?

In the scom console it look good... and recalc helth is green
